Joseph C. Novak, Chief Executive Officer

As the Chief Executive Officer and a Co-Founder of Patrona Corporation, Mr. Joseph (Joe) Novak is responsible for oversight and supervision of all aspects of the company’s operation. Mr. Novak has built and leads the company’s senior executive team whose focus is setting strategic direction, developing company culture and values, and following a process-oriented approach to ensure that actions are driven toward common goals.

Mr. Novak has more than 30 years of program and technical support experience. He brings Patrona a wealth of knowledge and insight related to acquisition, maintenance, design and construction, modernization, technical and logistic programs, technical analysis, quality assurance and engineering logistics.

Mr. Novak received a Bachelor of Science Degree in Mechanical Engineering from the University of Pittsburgh.

Robert Morrissey, Executive Vice President of Business Operations

Robert Morrissey has been promoted to the position of Executive Vice President, Business Operations, and will continue to be responsible for a broad variety of service delivery functions, including customer relationships and satisfaction, organic growth, overall operational and program management, personnel engagement, evaluation and satisfaction, and special projects. Mr. Morrissey will also continue to lead Company efforts related to the identification and hiring of key individuals.

Mr. Morrissey brings more than 30 years of leadership and management experience to Patrona. He has managed support efforts in most of the Program Executive Offices (PEO) of the Naval Sea Systems Command (NAVSEA), including PEO Submarines, PEO Carriers, PEO Ships, and PEO Littoral Combat Ships (LCS), as well as the Directorates for Logistics, Maintenance and Industrial Operations, Corporate Operations, Chief Information Officer, and the Office of Strategic Planning.

Prior to joining Patrona, Mr. Morrissey was a Director at RGS Associates, Inc. where he successfully led growth and performance initiatives, supporting the U.S. Navy, the Office of the Secretary of Defense (OSD), and the Naval Criminal Investigative Service (NCIS). He also held positions with Perot Systems Government Services leading Business and Operations for their Federal Information Technology Division after serving as Operations Director for their In-Service Submarine Support Sector and Program Manager for the NAVSEA In-Service Submarine OMNIBUS Contract.

Mr. Morrissey earned his Bachelor of Science in Mechanical Engineering Technology from Old Dominion University and served as a nuclear trained submariner in the U.S. Navy.

Timothy Bassett, Executive Vice President, Strategic Planning, Execution and Growth

Timothy Bassett has been promoted to Executive Vice President, Strategic Planning, Execution and Growth, and will continue to provide senior leadership and technical expertise to Patrona’s broad array of emergent customer initiatives. In his short tenure with Patrona, Mr. Bassett has been instrumental to the strategic alignment of Patrona’s work with customer organizations. His vision and foresight further strengthens Patrona’s positioning for future work as it capitalizes on the strategic market opportunities that will make Patrona the preeminent service provider for the submarine and greater Naval Sea Systems Command (NAVSEA) community.

Mr. Bassett has more than 37 years of technical, senior management and strategic planning expertise that make him an invaluable asset for Patrona. Prior to joining Patrona Corporation, Mr. Bassett was Executive Director of the NAVSEA Submarine Maintenance Engineering, Planning & Procurement (SUBMEPP) Activity located at Portsmouth Naval Shipyard in Kittery, Maine. He was first-in-command overseeing a staff of 220 civilians and 110 contractors, supporting submarine maintenance, strategic planning and execution of a $60+ million budget. He also maintained alignment with NAVSEA and Fleet Commands to ensure efficient and effective execution of submarine maintenance plans. One of his many achievements was the development and implementation of a revised strategy for SSN 688 Class submarine maintenance, which resulted in savings of approximately $278 million dollars.

Mr. Bassett received a Bachelor of Science Degree in Civil Engineering from the University of Massachusetts, in Lowell, Massachusetts. He also received a Master Degree in Engineering Management from the University of Western New England College in Springfield, Massachusetts.

D. Scott Williams, Vice President of Engineering

D. Scott Williams has become Vice President of Engineering, as the Company recognizes the importance of continuously evaluating and improving the quality of all engineering services across the contracts and tasks being vertically managed within the Patrona organizational structure. Mr. Williams is responsible for providing leadership and technical oversight of Patrona’s cadre of engineers, supporting emergent customer initiatives and leading Patrona’s Technical Advisory Board. His immense wealth of engineering knowledge is a major contributing factor to the creation of contract deliverables and technical proposals of the highest possible quality. Patrona prides itself on being the company that customers can turn to when a difficult technical issue needs immediate and decisive response. Mr. Williams leads Company efforts to make sure it can deliver on this promise.

Prior to joining Patrona Corporation, Mr. Williams was Chief Engineer at the Submarine Maintenance Engineering, Planning & Procurement (SUBMEPP) Activity, a part of NAVSEA located at Portsmouth Naval Shipyard in Kittery, Maine. He was second-in-command overseeing a staff of 220 civilians and 145 contractors. He has 35 years of Federal Civilian Service, employed in various engineering and management positions related to U.S. Naval nuclear submarine life cycle maintenance, modernization, reliability, safety, and cost control.

Mr. Williams has repeatedly been recognized for his significant contributions to the U.S. Navy Submarine Force, including receiving the U.S. Navy's Meritorious Civilian Service Award in 1997 and 2000, the Department of Defense Value Engineering Award in June 2011, and the Navy Superior Civilian Award in May 2011 and May 2013.

Mr. Williams received a Bachelor of Science Degree in Mechanical Engineering from the University of New Hampshire, in Durham, New Hampshire. He is also Certified Level III as a Department of Defense Acquisition Professional in Systems, Planning, Research, Development and Engineering.

Amy Burrell, Vice President of Business Development

Ms. Amy Burrell has been promoted to Vice President of Business Development (BD) and leads the Company’s expanding growth strategy. In this new role, Ms. Burrell is responsible for creating and managing the Patrona strategic plan for growth, including identification of proposal opportunities and creation of teams that align with our mission and vision.

Ms. Burrell has held several different positions with Patrona since joining in 2007. Most recently, she was the Program Manager for a team providing professional support services to one of Patrona’s customers at Naval Sea System Command. She supported the corporate tactical implementation and assessment of initiatives in the “NAVSEA Plan for Transformation of the Nuclear Ship Maintenance Industrial Base” and the implementation of the National Value Stream Management improvement initiatives.

Ms. Burrell consistently exceeds expectations and is a proven performer who completes all contractual requirements with great professionalism and enthusiasm, ahead of schedule, within scope and under budget. Her strong business acumen and entrepreneurial instincts, along with her ability to build strong relationships within and outside the industry, has enabled her to create a significant business development pipeline for Patrona. Ms. Burrell has also been a leader in the effort to fine-tune our BD processes.

Ms. Burrell received her Bachelor of Science degree in Accounting from Southern New Hampshire University in Manchester, NH, and is a Certified Lean Six Sigma Black Belt.
